I have zero experience with ORACLE, and I need to learn APEX, so I'm following the tutorial here

I'm following this tutorial for installation of ORACLE:

The problem is that tutorial is made for Oracle Database 11g, and I installed Oracle Database 12 (on Windows 7 64 bit).

That tutorial says

The service OracleDBConsole seems to not exist in Oracle Database 12, but there is this service, which I guess does the same work: OracleOraDB12Home1TNSListener. This service is running.

I want to make a web interface with APEX, so I want to access https://localhost:1158/em , but when I browse to it, I get

localhost refused to connect.

Checking the connection
Checking the proxy and the firewall

I don't know how to fix it. What should I do?

12 what? 12.1 or 12.2?

Not at all.
OracleOraDB12Home1TNSListener allows you to access the database from another platform (or Oracle home).
OracleDBConsole allows to manage a database, it is not necessary for you, you can ignore it.

For this part, I can't help, so I thik it is better to move your topic to APEX forum instead of Server Administration.
The first question would be "It seems you have a database but did you install APEX?".

As a beginner, perhaps you'd rather install Oracle 11g Express Edition (download it here) as it is installed in a several "Next" clicks and it comes with Apex so you don't have to install it separately. Generally speaking, you should have it up and running in a matter of minutes.

However, I'd suggest you to first read some documentation (it is located on the same page as previously mentioned download, just pick another tab). True, you might use good old trial and error method, but it is probably the worst you can choose. So - read & follow documentation.
